- In addition to the city, planning partners can include businesses, communities, research and educational institutions, and city residents. Form a consortium for the design and/or implementation of the development needs.
- Co-creation is working together on an equal footing and in a network to achieve a common goal, in either a physical or virtual environment. The reliability and commitment in the process requires letters of intent and binding agreements to be drawn up at various stages of process implementation.
- A networked, multilateral way of working and organising allows for complex issues, such as the achievement of sustainability goals, to be addressed and new solutions to be developed and implemented.
- A co-creative process can substantially speed up implementation and still be democratic and transparent.
- The ability to move forward without being anchored to a particular end state is vital in succeeding and ensuring the continued development of the community.
- Achieving a common understanding of the objectives and ensuring the feasibility of new ideas is also key.

Roles of the operators
- The process can be initiated by the city, local businesses or service providers, landowners, residents or any other body or bodies with a serious interest in the implementation.
- If the project gains support, we suggest forming a consortium to find out who can commit to it immediately.
- There may be different groups in the process for reasons of operational economy, but the principle of co-creation must be ensured.
- The core actors must ensure that the process implements the strategic objectives and that the adjustments with any existing plans and land use planning framework are negotiated.

Resident participation
- It is important to involve residents in the initial mapping phase and in setting objectives, and later in the evaluation of solutions and plans. It is easy to forget the involvement of the residents in the implementation phase. It is at this stage, when the community and its mechanisms supporting the well-being in the area are created for the whole lifecycle of the area.

- The methods available for co-creation are described in the Methods section. The choice of methods depends on the development target and the size of the consortium. Skillfully moderated digital channels make work more efficient.
