2.3 Identification of operators and consortia

The bodies and actors needed to carry out the task

Once the area or the systems to be developed have been selected, it is possible to identify the actors and operators needed to design and implement these smart and sustainable solutions. The actors selected must have been granted the rights to act by their own organisation. The initiative for development can come from anyone.

Defining the approach and roles

A consortium of the actors identified for the development will be formed for the design and implementation, and this consortium may be supplemented during the project. The cooperation must be agreed with agreements or commitments, and the city’s role in the consortium is that of land use planning, public works, permit authority and landowner. The role of other actors is to bring knowledge, expertise, implementation capacity and innovation to the process. The consortium’s approach and the implementation method for the development target must be defined to facilitate sustainability and the implementation of new solutions.
